The short quest is completed by talking to Admiral Alvarez on Antigua or Booz on Tacarigua. Use all the dialogue options related to Captain Steelbeard in any order. Eventually, you discover that the artifact of the old pirate was hidden in Garcia's chest (last seen on the caldera). Now you have to find the treasure and get the magic item.
